According to religion the Inca settled in Cuzco because their sun god Init told them to settle in a place where a golden staff would sink into the ground. The greatest leaders was Pachacuti who took control in 1438. He used military force and diplomacy to take control of surrounding civilizations. During his rule, Pachacuti started a powerful military. Pachacuti offered peace and protection to the people who agreed to join the Inca Empire, and were given the ability to keep their local rulers and maintain customs, if they peacefully accepted the Inca authority and paid taxes. Those who were hesitant to join were told if they resisted that many people from their empire would be killed in battle and the survivors would be thrown into dungeons with wild animals and poisonous snakes. The given results were that many tribes surrendered without a fight. After Pachacuti died his son succeeded him and expanded the empire even more and by the time Huayna Capac became leader there was a successful empire. The Inca were a powerful empire, and had a powerful start.
